<p>EGPA (European Group for Public Administration), IMPGT (Public Management and Territorial Governance Institute) – Aix Marseille University and ENA (Ecole Nationale d’Administration, Strasbourg) are glad to announce that they will hold, in partnership with The National Institute For Training, Amman, Jordan, the <strong>Fifth Euro-Mediterranean Dialogue on Public Management on </strong><strong style="text-align: -webkit-center;">26-27 September, 2012. </strong>It will be preceeded<strong style="text-align: -webkit-center;"> by a </strong><strong>PhD Workshop </strong>on<strong> 25 September, 2012</strong></p>

<p>Le 4<sup>ème</sup> dialogue euro-méditerranéen de Management Public a pris place cette année à Rabat, au Maroc. Le 12 octobre, l’atelier doctoral tenu à la Faculté des Sciences Juridiques, Economiques et Sociales de Rabat &#8211; Université Mohammed V-Agdal a précédé la conférence, qui a eu lieu dans les locaux de l’Ecole Nationale d’Administration, les 13 et 14 octobre.</p>
<p>Ce MED4 a permis de confronter les points de vue de 160 chercheurs, étudiants et professionnels de l’ensemble du pourtour méditerranéen autour de 35 communications, réparties entre ateliers parallèles et tables rondes. Il a suscité un dialogue riche et intéressant autour du thème central de la conférence : « Gouvernance, Développement territorial et Culture ». Comme chaque année, le dialogue s’est aussi élargi à des problématiques diverses du Management Public : environnement, durabilité, intelligence économique, leadership, mais aussi des réflexions sur l’agencement institutionnel (décentralisation, régionalisation, avec l’apparition de problématiques supranationales). Le thème des outils de gestion a également été traité abondamment : contrôle de gestion, finance, fiscalité, marketing urbain, outils de communication… Enfin, un des grands thèmes de la conférence a été celui de la formation professionnelle et de l’éducation, qui a donné lieu à une table ronde animée. <p>L’atelier doctoral a permis à 12 doctorants de la Méditerranée de soumettre leurs travaux à la critique d’un jury de Professeurs. Au-delà du partage des thématiques, cet atelier a été celui du partage des démarches scientifiques et des manières d’appréhender la recherche. Il a montré la naissance d’un réseau de jeunes chercheurs en Management Public autour de la Méditerranée, conséquence directe des éditions précédentes.</p>
<p>Le MED4 a démontré un vrai désir de scientificité. Les participants ont reconnu la qualité des communications, en hausse par rapport aux années précédentes, et fruit d’une sélection plus dure de la part du comité scientifique, qui a rejeté 15 à 20% des propositions de communications.</p>
<p>Un effet d’institutionnalisation de cette jeune conférence est aussi à noter, permettant de conforter une nouvelle dynamique euro-méditerranéenne en Management Public. Le réseau MED se développe, mélange de professionnels et de praticiens, d’habitués de la conférence et de nouveaux participants.</p>
<p>Ce succès résulte d’une coopération de l’IMPGT (Institut de Management Public et de Gouvernance Territoriale) – Université Paul Cézanne Aix-Marseille III avec son partenaire historique, le GEAP (Groupe Européen pour l’Administration Publique) et l’ENA (Ecole Nationale d’Administration, Strasbourg), ainsi que ses partenaires locaux l’ENA Maroc, la Faculté des Sciences Juridiques, Economiques et Sociales de Rabat &#8211; Université Mohammed V-Agdal et le Groupe ISCAE (Institut supérieur du commerce et de l’administration des entreprises).</p>

<p>The <b>Euro-Mediterranean Dialogues on Public Management</b>, MEDs, aim to be the place for exchange of best practices, ideas and analyses on Public Management, which prevail in each of our countries in the Mediterranean.</p>
<p>Gathering officials, practitioners; academics as well as researchers, MEDs intend to:</p>
<ul>
<li>Promote exchanges and cooperation between public actors in the Mediterranean;</li>
<li>Strengthen the community of young researchers, future elite of public managers and academics in the Mediterranean</li>
<li>Provide an opportunity for young people to consolidate their experiences in professional networks</li>
<li>Facilitate exchange of ideas and proposals for improving Public Management practices in the Mediterranean</li>
<li>Promote the richness of Aix-Marseille University and our region with our partners and participants</li>
</ul>
<p>The <b>Euro-Mediterranean Dialogues on Public Management</b> intend to develop new institutional partnerships and to establish a sustainable Euro-Mediterranean dimension between the North, the South and the Arab countries in integrating new people and new perspectives.</p>

<p><strong>The third Euro-Mediterranean dialogue was held in Tunis from 6 to 8 October 2010.</strong><br />
This dialogue began with a PhD&#8217;s workshop during which young researchers presented an overview of their research.<br />
Then the participants took part in various workshops on <em>Public Management and Sustainable Development</em>.</p>
<p><strong>In 2011, the next dialogue (MED4) will be in Damascus, Syria.</strong></p>

<p style="text-align: justify;">Le virage, difficile mais inévitable, que tentent de bien négocier les pays dits développés, après la crise financière qui vient de secouer l’économie mondiale, est de réussir le passage de la logique de « l’entrepreneur financier » où des mesures et des facteurs sont combinés dans l’objectif de satisfaire l’exigence des actionnaires de réaliser des profits alléchants dans le court terme à la logique de « l’entrepreneur  industriel » ayant comme finalité la réalisation de soi par la création de valeurs  par le moyen d’actifs et de compétences spécifiques combinés dans des structures productives  intelligentes. Ces dernières, en réalisant des innovations répondant aux évolutions latentes de la demande, permettent, par la même, de relancer le cercle vertueux d’accumulation, investissement, création de valeurs, partage du produit des valeurs créées, consommation, (ré)investissement… , qui donne toujours plus d’emplois à la population, plus de taxes et impôts, donc de ressources aux  pouvoirs publics (Etat et collectivités locales) et plus de possibilités d’accumulation et d’investissement rentable  aux entrepreneurs.</p>
<p style="text-align: justify;">Bien entendu, ce passage ne signifie pas un retour impossible à la phase passée de domination de l’industrie telle que définie par J. Fourastié (1963) ; il s’agit plutôt d’une déconstruction/reconstruction pour renouer avec la dynamique de création de valeurs matérielles et immatérielles en tenant compte de nouveaux capitaux (le capital social au sens de R. Putnam (1995) et le capital civique au sens de J-L. Laville (2002)), de nouvelles demandes (de liens et d’échanges socialisés) de nouvelles valeurs (éthique, loyauté, partage, se sentir bien au travail), une nouvelle proximité (subjective) et de nouveaux objectifs (contribution au développement de comportements écologiques, réalisation d’activités d’intérêt collectif et participation au développement durable).</p>
<p style="text-align: justify;">Pour l’Algérie, la nouvelle stratégie industrielle basée sur la construction de pôles de compétitivité et la formation de champions économiques peut être utilisée comme moyen pour adopter ses nouvelles logiques de développement au moment opportun réalisant par la même une rupture avec l’état de suiveur, qui est par définition  toujours en retard donc en mal relatif de développement au sens de M. Dahmani (1985).</p>
